New discussion papers

The TDGG has released two new discussion papers - GIA response guide and Establishing cost-shares and setting fiscal caps. It invites written comment on the papers prior to the Biosecurity Forum.

The TDGG has released two new discussion papers, and invites written comment on them prior to the Biosecurity Forum.

The GIA response guide discussion paper was prepared by the Response Guide Joint Working Group. The discussion paper presents:

  • Guiding principles for GIA responses – a list of ‘givens’ and ‘guiding principles’ for working in response under GIA
  • A draft response guide – intended to be the reference document for strategic decision-makers in biosecurity responses
  • Issues arising from the JWG’s efforts that need further consideration

The Establishing cost shares and fiscal caps discussion paper was prepared by the Financial Arrangements Joint Working Group. It presents frameworks for:

  • Developing guidance for financial arrangements
  • Determining cost shares
  • Determining fiscal caps

The TDGG invites comments on the two papers by 22 August. Comments should be sent to secretariat@gia.org.nz.

The comments received will be discussed at the Forum during the sessions ‘Response in partnership: the GIA response guide and rapid notificaiton’ and ‘Money matters: guidance on cost sharing and fiscal caps’. Delegates will then be asked to agree the recommendations in the papers. 

A third discussion paper will be released in the week of 18 August. The paper will cover the outstanding issues impacting the effective implementation of the GIA Deed. These issues have been identified by the joint working groups and through other consultation and engagement activities. The paper will form the basis for the workshop in the ‘Moving forward with GIA’ session.
